Not to speak for Annwyn, but I doubt that she meant the "herding cats" as an actual insult. To me, it just means trying to get a bunch of folks to all go one direction when they're much more inclined to do whatever they please. A pretty funny image and analogy, and interesting to think how similar human nature can be to feline nature. :)
You're probably busy replying to my own comment, but I also want to assure you that I in no way found your suggestion childish. What I meant was that it seemed like a rule that one would impose on children rather than on adults. Does that make sense? I do appreciate the suggestion (sometimes I feel like I'm flailing a bit trying to come up with solutions to problems that I've never had to deal with before), and it's not out of the realm of possiblilty that I will eventually put such a rule into practice, but the truth is that I hope that I won't have to.
